PALM BEACH COUNTY SCHOOL BOARD SPEC MTG RE: ADOPT. OF
RESOLUTION CHARTER SCHOOLS MINUTES
Minutes: Public Comments: Richard Scott; Renatta Espinoza; Cliff Durden; Kendall Artusi; Norma Rios; Diane Allerdyce; Bob Giese; Mark Coppock; and Maria Montes. Minutes: For fiscal year 2007-2008 and each fiscal year thereafter; a District School Board may seek to retain exclusive authority to authorize Charter Schools within the geographic boundaries of the School District. The District School Board may submit to the State Board of Education (SBE), on or before 60 days after the establishment of the Florida Schools of Excellence Commission (FSE), a written Resolution for exclusive authority. A written description addressing the factors relating to the District's oversight and administration of Charter Schools the previous four (4) years will be available on September 25, 2006. Members of FSE were appointed on August 15, 2006. Therefore a copy of the Resolution and the written description need to be submitted on or before October 13, 2006. Dr. Johnson responded to public comments and provided a brief history on the relationship between the District and charter schools and also reviewed Florida Statutes that coincide with this recommendation. Dr. Benaim stressed that the most important issues is that all children in public education are receiving the same standards. Mr. Lynch stated that he feels the District is in an awkward position in dealing with the oversight of charter schools. Mrs. Burdick questioned changes made to the original document and suggested a procedure is put in place to clearly reflect any changes made to an agenda item. Dr. Johnson stated that no changes will be made to special meetings and any item that needs to be revised will be brought back at a future meeting or an emergency item. Motions:
